The ALJHC is an independent, federally qualified community health center receiving funding from the Health Resources and Services Administration of the Department of Health and Human Services to provide sliding fee scale discount primary care services to medically underserved and uninsured patients.

The health center provides certain programs and services in conjunction with the University of Rochester Medical Center and its related hospitals, Strong Memorial Hospital and Highland Hospital.
